【内容提要】指标治理作为中国国家治理的一个重要机制已经日益引起社会科学研究的重视🏉，已有的研究主要关注的是围绕着指标治理末端而展开的治理行动，而缺乏对指标生产机制的重视和相应的经验研究。本研究以A省民政在编制五年规划中的指标生产过程为例𓀒，展现了绩效获取与风险规避两大要素是如何形塑包括对标层、酝酿层👨‍👨‍👧‍👧、影响层与参与层在内的决策主体在指标生产过程中的态度和行为🦸🏽‍♂️，从而导致了不同类型的指标(绩优型🥶、创新型、回应型和形式型)在生产过程中的出场与退场🔣🥧，并最终形成了基于“安全绩效获取逻辑”的指标生产结果🅾️。研究为政府指标生产提供了一个细致的案例，并企求在此基础上对指标治理研究形成新的启发👩‍👧👩🏿‍🦳。

The Production of Government Indicators: Types and Process—A Case Study of the Production of Planning Indicators for the Civil Affairs in Province A

Abstract: Governance by indicators is considered as an importantstate governance mechanism in China. It increasingly attracts theattention of researchers in social sciences. The previous studies mainly focus on the indicatorimplementation activities, while there is not enough emphasis on the production process. Based on a case study of the indicator production process in the making of the five-year plan of the Civil Affairs Department in Province A, this research explores how the considerations of performance-related acquisitionand avoiding risks shape the attitude and behavior of the decision-making groups, and thus result in the appearance and exit of different types of indicators in the production process, and finally from the indicator production result based on the logic of “ensuring performance-related acquisition”. This study provides a detailed case study of government indicators production and seeks to inspire future relevant research.
